In one embodiment, a first RAN receives a request from a mobile station to establish a traffic channel between the mobile station and the first RAN for use in a communication session. The first RAN makes a determination to not establish the communication session, but nevertheless establishes the requested traffic channel after making the determination. Then, without establishing the communication session, the first RAN redirects the mobile station via the established traffic channel to a second RAN.
