The outer side-wall of the trough nearest the flange section is disposed off the rim center-plane towards the center disc, a valve opening passes through the outer side-wall for valve attachment, and the configuration allows the valve base to be disposed inside the trough. The center disc is provided with a through-hole region to expose the valve stem to the outside.

The turning force of the operational control shaft is thus precisely transmitted to the claw, thereby precisely performing the reverse rotation prevention operation. In this device both the connection shaft and the operational control shaft can smoothly rotate as they are supported by the plate spring.
