If the velocity value is below the threshold velocity value, the system can determine whether any vehicle stops were previously detected within a threshold time of the time corresponding to the trough. If a vehicle stop was previously detected, the system may detect that a stop occurred at the time of the trough if the velocity of the vehicle increased by at least a velocity ripple value between the time of the previously-detected stop and the time of the trough.
