The standing board portions of the inner housing penetrate the long openings of the sealing element, and the portion to be caught of the outer housing is caught by catch protrusion portions that are formed in upper portions of the standing board portions and each have a hook shape, whereby the inner housing and the outer housing are assembled in a state in which the family seal portion of the sealing element is sandwiched between the inner housing and the outer housing.
