Abstract: A system for distributing limited numbers of promotional offers to individual customers, the promotional offers being targeted to customers based on the customers' individual probabilities of accepting the offers in such a way that each customer can receive a limited number of offers that are estimated to be most likely to be acceptable by the customer. Customer-Based targeting analyzes each customer's past purchasing behavior relative to a master list of promotional offers made available to all customers. From that master list Customer-Based targeting selects a preset limit of promotional offers for each individual customer according to the likelihood that, given the opportunity to select any offers of the master list, each customer would prefer those few offers selected specifically for the customer. Various techniques are disclosed for providing an offer acceptance probability profile tailored for individual customers for use in the Customer-Based targeting technique.

Abstract: A system and method for providing a flexible credit facility that can delay the processing of financial transactions, including biometrically-initiated financial transactions, is disclosed. Delays in payment processing are determined by considering various factors that can depend on the merchant, the consumer, or the transaction itself. In one embodiment, after a financial transaction has been delayed for a determined period of time, it is then submitted to a financial network such as the Automated Clearing House (ACH) network.

Abstract: A method and device enables tokenless authorization of an electronic payment between a payor and a payee using an electronic identicator and a payor bid biometric sample. The payor registers with a registration biometric sample, and a payor financial account identifier. The payee registers a payee identification data with the electronic identicator. A payee bid identification data and a payor bid biometric sample are electronically forwarded to the identicator. The bid biometric sample is compared with registered biometric samples and the payee's bid identification data is compared with a payee's registered identification data for a successful or failed identifications of the payor and payee. If successful, an electronic financial transaction is then formed comprising a transaction amount and a payor financial account identifier. Loyalty or reward information stored in the database at the DPC is automatically transmitted back to the PIA along with any financial account information.

After the consumer and merchant have agreed on the transaction, the consumer and the identicator use the access device to establish communications. The access device communicates to the identicator the code associated with the access device. The identicator compares biometric sample from the consumer with registered biometric sample. Upon successful identification, the identicator forwards information regarding the consumer to the merchant.

In a proposal step, the seller offers a proposed commercial transaction to the buyer usually comprising price information. If the buyer accepts the seller's proposal, in an acceptance step, the buyer signals his/her acceptance by adding to the proposed commercial transaction the buyer's personal authentication information comprising a PIN and at least one bid biometric sample which is obtained from the buyer's person.

Abstract: A structure for reducing or eliminating electrostatic discharge from a finger into the platen of a biometric sensor is disclosed. The structure is designed to be positioned above and around the platen such that conductive components in the structure stimulate corona discharge and dielectric breakdown from an approaching finger into the conductive components of the structure rather than into the platen itself. The structure is designed to eliminate, reduce or otherwise neutralize the charge on an approaching finger prior to the finger coining into contact with the platen of the biometric sensor and prior to the finger coming close enough to the platen so that the electrostatic discharge causes an are to strike the platen.
