An optical multipath return signal is received via the input port of the device, including a combination of measured events including reflections, backscatter, or both. A number of similar events expected in the number of downstream optical fibers is calculated to obtain an expected multipath signature based on configuration data. Results of the optical multipath return signal are then compared to the expected multipath signature to obtain comparison results. The victim device can communicate the emergency event data towards an emergency network. In response to the emergency event, the victim device can initiate an emergency call directed to the emergency network, and subsequently the emergency call can fail. Since the emergency network has the emergency event data preemptively collected by the victim emergency application, emergency personnel is more likely to be able to help the victim even after the emergency call fails.

This data is representative of a cumulative area of the graph that is above a predetermined threshold value.
