    Abstract: A portable tire deflation device designed for a law enforcement officer to deploy across a lane of traffic. The device is a band of spring steel being about 10-12 feet in length and about 5-8 inches in width, divided into multiple segments wherein each segment has a strip of hollow steel spikes that are removably secured in the strip. Furthermore, each strip of spikes is offset from the strips in the other segments of the band. At least one or more of the segments also has an elongated aperture that is aligned with a strip of spikes in an adjacent segment. To store the device, a user simply starts at one end and rolls up the band. A hook and loop fastener, e.g., VELCRO®, strip is used to secure the device in the rolled up position. Due to the fact that the strips of spikes in each segment of the band are offset, the spikes can be easily rolled up.

    Abstract: A cutting head is provided for milling rumble strip depressions in a road surface. The cutting head has a center rotational axis and a transverse diameter that varies along the length of the rotational axis so that an outer cutting surface of the cutting head defines a plane curve, such as an ellipsoid with truncated ends. The cutting head is mounted on a milling machine and rotated about the rotational axis as it is moved alternately up and down into the road surface. As the milling machine moves down the road, the movement of the cutting head creates spaced apart rumble strip depressions in the road. Because of the elliptical configuration of the cutting head cutting surface, the dimensions of the depressions can be varied along both the forward and lateral axes by simply varying the depth of cut. The curved profile of the cutting head along the rotational axis creates rumble strip depressions that avoid the sharp ninety degree corners and vertical side walls found in conventional rumble strips.

    Abstract: A headwall structure constructed of lightweight reinforced composite and incorporating a rigid polymer concrete core in selected portions, for use with standard culvert or drainage pipes in infrastructure water management systems in substitution for conventional concrete headwalls. The headwall structure has a vertical back wall with an integral spigot or pipe stub surrounding a central orifice. The pipe stub is preferably cross-sectionally dimensioned and configured to be identical to a selected standard pipe section end so that such pipe section can be connected to the pipe stub without an adapter. A tray is joined to the lower edge of the back wall. A pair of outwardly flared sidewalls are joined to the back wall and to the tray. Angled brace panels extending from the sidewalls to the tray reinforce the sidewalls. The tray, sidewalls and brace panels define the water channels. Front and side brace panels define a recess into which earth enters and against which earth bears to provide stabilization.

One embodiment includes adjustable length bolts tying the at-grade ring to the below-grade ring. The assembly can be factory assembled, delivered to the site, and installed on the riser pipe then height adjusted before pea gravel, backfill, and concrete are poured. Bellows and bucket manholes can be used.
