In the system, an aggregator application accesses a plurality data sources addressing at-risk conduct. The aggregator application generates reports of incidents of at-risk conduct by specific individuals and stores the reports in a database. A dynamic risk computation engine scores each individual for their risk of engaging in at-risk conduct according to metadata on contacts of that individual within the plurality of data sources. Any individual having a score exceeding a pre-determined threshold triggers an alarm and a notification is provided in real time to competent authorities to allow a responsible person to make a timely intervention.

The controller, triggered by detection of an emergency event by a sensor, activates a geolocation module to obtain geolocation information, formulates an alert message, establishes a network connection, and transmits the message with geolocation information to a personal emergency alert notification service (PEANS). PEANS responds by sending a text, email or other emergency notification to designated notification recipient(s). Once activated, PEAD periodically tracks and transmits its geolocation until it runs out of power. Alternatively, PEAD can be deactivated by sending a deactivation code to the PEANS, which in turn instructs such PEAD to deactivate.

In addition, information identifying a set of objects in the vehicle's environment as well as characteristics of those objects is received from a perception system is used to determine whether one of the set of objects corresponds to the emergency vehicle. How to respond to the emergency vehicle is determined based on the estimated bearing and identified road segments and the determination of whether one of the set of objects corresponds to the emergency vehicle. This determined response is then used to control the vehicle in an autonomous driving mode.
