    Abstract: Methods for operating a call center. In one example implementation, a call center maintains personal profiles of a number of clients of a service provided by the call center. At least some of the personal profiles include contact information for one or more entities designated by the respective clients for receiving information about the respective clients. A text-based electronic emergency notification message is received via an electronic network from a communication device associated with a particular one of the clients. The personal profile of the particular client includes contact information for one or more entities designated by the particular client for receiving information about the particular client from the call center. A notification that the communication device associated with the particular client received the text-based electronic emergency notification message is forwarded to one or more of the entities designated in the personal profile of the particular client.

The transmission station can broadcast the SIB with EAB configuration information to the mobile device.

A caller performs a call spray operation on a group of contacts using an electronic communication device such as a mobile telephone. If one of the contacts answers and is deemed to be a live user, then the remaining contacts that did not answer each receive a message on their associated electronic device indicating which of the contacts answered the caller with a live user. In this way, a group of people can be conveniently contacted and kept up to date with the status of the communication with the caller.

When uplink transmissions are scheduled to be received the eNB, the eNB may send a TPC command to the D2D UE that instructs the D2D UE to perform a D2D transmission at a transmit power level defined by a power control rule.
