Particularly, the method by which a user device performs a handover comprises the steps of: connecting by Bluetooth with a first target device on the basis of first authentication information; measuring a first link state between the user device and the first target device; measuring a second link state between the user device and the second target device; determining whether to perform a handover for the second target device on the basis of the first link state and the second link state; and performing a Bluetooth connection procedure with the second target device when performance of the handover for the second target device is determined, wherein second authentication information for the Bluetooth connection procedure with the second target device is the same as the first authentication information for the Bluetooth connection with the first target device.

In one embodiment, the EPS fall back is a redirection procedure. In another embodiment, the EPS fallback is a handover procedure. In yet another embodiment, the one or more EPSFB status indictors comprising a redirection to EPS started indicator, a handover to EPS started indicator, a redirection to EPS failed indicator, a handover to EPS failed indicator, a redirection to EPS success indicator, and a handover to EPS success indicator. In one embodiment, the MT sends EPSFB status indicators using AT command.

A handover controller compares the performance metrics for source/target access node pairs on a per-QFI basis to determine QFI offsets for the QFIs and QFI combinations. The source access nodes select the QFI offsets that correspond to the QFIs used by the user device. The source access nodes apply the selected QFI offsets to target signal strengths to reject or perform the handovers.
