The lock plate may be adapted to maintain the bollard in the deployed configuration. The cover plate may be carried by the carrier device and adapted to cover a portion of the recess. The cover plate may be moveable between an opened position and a closed position. When the cover plate is in the opened position, the bollard may be rotatable between the deployed configuration and the stowed configuration. When the cover plate is in the closed position, the cover plate may be configured to be flush with the ground.
