    Abstract: Systems and methods are described to utilize a consensus protocol to determine adoption of network routes between autonomous systems (ASes). One or more routers can act as proposers to the groups, proposing a Border Gateway Protocol (BGP) route. Remaining routers vote on whether to accept or reject the announcement. If a majority of the routers of the group accept the announcement, each router modifies its routing tables to reflect the new route. A token ledger is maintained at each router and updated based on the votes of each router—increasing tokens held by routers who propose accepted routes or vote with the consensus, and decreasing tokens held by routers who proposed declined routes or vote against the consensus. The number of tokens held by a router can indicate the operational correctness of the router in proposing or adopting good network routes.

A transmission/reception point (TRP) may generate a concatenated master information block (MIB) transport block that includes information bits associated with system bandwidth information, timing information, system frame number (SFN), a beam sweeping configuration, and a control resource set (CORESET). The TRP may then attach at least 16 cyclic redundancy check (CRC) bits to the concatenated MIB and then prioritize the concatenated MIB and the at least 16 CRC bits based on content. The TRP may then perform channel coding of the prioritized concatenated MIB and the at least 16 CRC bits to produce coded bits using at least one polar encoder with a coding rate that is less than ?, perform rate matching via repetition on the coded bits, and then transmit the rate matched, coded bits on the PBCH of a radio frame.

To avoid unnecessary grants from the network and to suggest an advanced handling of data transmissions the invention suggests a buffer status reporting and data transmission schemes that take into account the scheduling mode of data of radio bearers pending for transmission to decide whether to report on it in a buffer status report, respectively, whether to multiplex the data to a transport block for transmission.
