With the disclosure, the neighboring cell information between two RNCs is updated in time, therefore the RNC is enabled to optimize the neighboring cell in time, and a timely cell handover performed by User Equipment (UE) is ensured, which provides a basis for ensuring call continuity of the UE.

Ping-ponging may be mitigated by adapting handover parameters based on analysis of access terminal visited cell history acquired by access points in the system. In addition, configurable parameters (e.g., timer values) may be used to detect handover-related failures.

Optionally, the second RAT radio makes its own determination of whether there is a likelihood of interference, and ignores the indication if it is determined interference is not likely. Alternatively, the second RAT radio sends an indication to the first RAT radio when it is receiving, only after determining there is a likelihood that first RAT transmissions will interfere with reception by the second RAT radio.

In the case where the second communication unit is a private radio frequency network (PRFN) operated by the asset location system service provider, the first LD is configured to use said second communication unit to communicate directly over said PRFN with the second LD in order to convey information such as a preprogrammed sequence of signals which assists locating and recovering said asset.
