A second protrusion extends radially outward around the outer surface of the dual lip seal member. The dual lip seal member is configured to prevent fluid to be filtered from exiting the housing through the drain when the filter element is in an installed position. The dual lip seal member permits residual fluid to exit the housing through the drain when the filter element is displaced from the installed position.
