    Abstract: A method and system are disclosed for selecting a mode to encode video data. The method comprises the steps of (a) transforming a source video frame into a set of coefficients, (b) partitioning said set of coefficients into a plurality of subsets of the coefficients on the basis of probability statistics corresponding to a plurality of encoding modes, wherein each of said subsets is identified for encoding by one of the plurality of encoding modes. The method comprises the further steps of (c) for each of the plurality of subsets of coefficients, computing defined parameters of an associated probability distribution for said subset, and (d) repeating steps (b) and (c) until a predetermined termination condition is satisfied. When this predetermined termination condition is satisfied, the subsets of coefficients, as they exist at that time, are output to a video encoder, which preferably is a Wyner-Ziv encoder.

During a call setting up, an ICCF receives a call request from the CSCF serving the called user, called session A, and the ICCF acquires a called user's roaming number and initiates a call to the called user. After receiving the call request, the VMSC serving the called user triggers the late call forwarding service according its determination. A CAMEL service is triggered when the VMSC initiates a call to the forwarding target. The VMSC exchanges messages with the ICCF and informs the ICCE about session associated information and the forwarding reason. When the ICCF determines that the forwarding is needed, it sends a response to the session A does not send the response message, after a telecom application server (TAS) receives the indication, the TAS initiates a regular forwarding service.

    Abstract: A packet switch receives packets at an ingress port, generates enqueue records for the packets, and stores the enqueue records in an enqueue structure. The enqueue record of a packet includes a pass flag for indicating whether a permissive passing rule is applicable to the packet. The packet switch determines a routing order for the packets stored in the ingress port based on the enqueue records and a set of ordering rules including the permissive passing rule. If a packet is blocked in the packet switch, the packet switch identifies an oldest unblocked routable packet stored in the ingress port based on the enqueue records and the set of ordering rules. Further, the packet switch routes the oldest unblocked routable packet through the packet switch. In this way, the packet switch allows the oldest unblocked routable packet to pass the blocked packet in the packet switch.

    Abstract: A method and system for provisioning circuits on multiple parallel links with a single setup message is disclosed. A setup message specifying links in a circuit path is transmitted to switches along the circuit path. If a switch determines that a link specified in the setup message has insufficient bandwidth for the circuit, the switch substitutes a parallel link having sufficient bandwidth for the specified link in the circuit path. The setup message can indicate whether substitution for a link is permitted. This can be used to prevent substitution for links when provisioning service routes for new circuits in order to maintain diversity requirements, while allowing substitution for links when provisioning restoration routes for failed circuits in order to reduce restoration time.

    Abstract: A system and method are provided for sorting IP routing table entries in a TCAM for longest IP prefix matching LPM of destination IP addresses. The IP routing table is divided into logical blocks, for each block an associated routing entry IP prefix length. Each block is of a respective size whose proportion of the total size of the routing table is determined by the associated IP prefix length. The blocks are ordered so that the TCAM returns an LPM when queried. Starting block sizes can be initialized to proportions which reflect actual expected numbers by proportion of routing entries by IP prefix length. The blocks also grow and shrink as entries are added and deleted so as to more closely mirror real-world populations of expected entries having the IP prefix length in question.

Furthermore, even when the mobile node having an assigned address from a first region moves from the first region to a second region, the packet may be sent or received through the hierarchical routing.
