    Abstract: The disclosure herein describes the use of a policy server to enable management of activation of an adaptively branded device with a brand with which the device is compatible. A brand registration is received from a device registration entity including a device identifier of a device and a registered brand identifier of a brand. The device identifier and registered brand identifier are linked in a data store. A device activation request is received from the device including the device identifier and a SIM brand identifier of a SIM installed in the device. Based on the SIM brand identifier differing from the registered brand identifier, activation of the device with the brand is prevented. Based on the SIM brand identifier matching the registered brand identifier, the device is activated with the brand of the registered brand identifier, whereby the device is enabled to complete a branding process based on the brand.

The terminal measures a signal quality of the beams of each of the suitable cells, determines the cell quality based on the respective measured signal qualities of the beams; and (re-)selects that cell based on a cell (re-)selection criterion using the determined cell qualities. The cell quality is determined for each one of the suitable cells as a sum of the measured signal quality of the beam, with the best signal quality, and a combined beam quality value for the other beams. The combined beam quality value is scaled with a scaling factor which changes depending on the mobility state such that the combined beam quality value is scaled-up in the high-mobility state and scaled-down in the normal-mobility state.

A UE and network can support Access Traffic Steering Switching and Splitting (ATSSS) functionalities to distribute traffic over 3GPP access and non-3GPP access for the established MA PDU session. An ATSSS-Supported UE first establishes a MA PDU Session on both 3GPP and non-3GPP access in a currently registered PLMN which is an ATSSS-Supported network. The UE then moves from the ATSSS-Supported network to an ATSSS-not-Supported network and finally reaches another ATSSS-Supported network. In one novel aspect, a solution is provided on how to handle the ongoing MA PDU Session with two accesses under handover scenarios between ATSSS-Supported and ATSSS-not-Supported networks. Furthermore, if the ongoing MA PDU Session cannot handover, a solution is provided on how to handle the MA PDU Session.
