    Abstract: A telecommunications panel and associated system are disclosed. In one example, the panel includes a panel housing having a first side and a second side, one or more data connectors on the first side, and a power input signal connector on the first side. The panel includes one or more combined power output and data signal connectors on the second side, each of the combined power output and data signal connectors configured to electrically connect to a twisted pair cable and including a plurality of twisted pairs each having first and second wire contacts. The one or more twisted pairs are configured to carry a power signal as a direct current voltage difference between the first and second wire contacts, and the remaining twisted pairs from the plurality of twisted pairs are configured to carry differential data signals. The telecommunications panel is configured to selectably allow pairs of the remaining twisted pairs from the plurality of twisted pairs to cooperate to carry a power signal.

In this embodiment, a base station uses, out of a signature combination, the signature of at least one predetermined position to indicate information containing a preamble reception result and uses the signature of a position other than the predetermined position to indicate a transmission profile information number of an uplink channel for notification to a user equipment. Thus, the error rate related to reception results can be reduced as compared with the case where a single signature combination is used to notify all pieces of information.

When the current or projected congestion condition is either nearly congested or fully congested, the second PLC device transmits a BUSY including frame over the PLC channel to at least the first PLC device. The first PLC device defers transmitting of any frames to the second PLC device for a congestion clearing wait time.

The association may operate to distribute control information for the FDD carrier over uplink subframes of the TDD carrier to achieve a load balancing. Alternatively, the association may operate to minimize a hybrid automatic repeat request (HARQ) feedback delay. The TDD carrier may provide resource grants for the aggregated carriers and the association may be used to identify subframes from both carriers which may be scheduled in a given DL subframe.
