    Abstract: Techniques to mitigate inter-cell interference using joint time and frequency division are described. A frequency band is divided into multiple non-overlapping frequency subbands. The transmission timeline is divided into Tin and Tout time intervals. Data is exchanged with users in at least one inner region of a cell on the entire frequency band in the Tin time intervals. Data is exchanged with users in multiple outer regions of the cell on the multiple frequency subbands in the Tout time intervals. The frequency band may be partitioned into three frequency subbands. Data may then be exchanged with users in first, second and third outer regions on first, second and third frequency subbands, respectively. The regions in which the users are located may be determined based on pilot and/or other measurements.

    Abstract: A base station is capable of performing a method for scheduling in a wireless communication system. In the method, a downlink channel measurement value received from a terminal is compared with a threshold. When the downlink channel measurement value is smaller than the threshold, an activation set for a handover of the terminal is determined. When the number of base stations inside the activation set is two or more, a Modulation and Coding Scheme (MCS) level is allocated to the terminal with consideration of the downlink channel measurement value. A wireless resource is allocated to the terminal with consideration of the allocated MCS level and a headroom of the terminal.

Radio interfaces supported by the terminal may be prioritized based on the locally-addressable and globally-addressable wireless networks, information obtained for the application, the application type, etc. Different applications may have different radio interface preferences or requirements, which may be considered in prioritizing the radio interfaces. A suitable radio interface may be selected for the application based on the prioritized radio interfaces. WLAN interface may be selected for the application if (a) the WLAN interface is preferred and any WLAN is acceptable to the application or (b) a globally-addressable WLAN is available. A WLAN interface may be selected for the application if a globally-addressable WLAN is not available.

The base station generates a received data stream for each of the set of user equipments by joint space time block code decoding of the signals from the set of user equipments. The invention may provide improved performance and increased capacity and may in particular provide efficient multi user operation for a system using space time block codes. The user equipments may be scheduled in response to cross interference metrics reflecting a cross interference between simultaneously transmitting user equipments.

When the mobile device registers via a cellular site supported by the MSC, the designated channel to be used for EAS messages is sent to the mobile device as part of the registration process. The mobile device assigns an internal channel to the designated channel. In another example configuration, the mobile device is preconfigured with a table listing all possible EAS channels, and the MSC provides, during the registration process, a pointer to the appropriate portion of the table.
