    Abstract: A system and method of removing noise in a bitstream is disclosed. Based on the segment classifications of a bitstream, each segment or portion is encoded with a different encoder associated with the portion model and chosen from a plurality of encoders. The coded bitstream for each segment includes information regarding which encoder was used to encode that segment. A circuit for removing noise in video content includes a first filter connected to a first input switch and a first output switch, the first filter being in parallel with a first pass-through line, a second filter connected to a second input switch and a second output switch, the second filter connected in parallel with a second pass-through line, and a third filter connected to a third input switch in a third output switch.

In response to the POC value for the reference picture being equal to a POC value for a current picture that includes the current video block, the video coding device sets a value of a syntax element to indicate that a reference picture list includes the current picture. Otherwise, the video coding device sets the value of the syntax element to indicate that the reference picture list does not include the current picture.

    Abstract: A surveillance apparatus continuously records imaged data from a camera into a circular buffer in a local memory. When a record signal is received, the system records the video stream that was recorded before the record signal was received, and the video stream that is recorded after the record signal was received. The recorded segment is then write-protected, so that the surveillance apparatus does not overwrite the recorded segment. The recorded segment could then be sent to a remote memory via a wireless connection to free up local memory for future recording sessions.
