Since the thread is separately formed therewith, the thread may be formed by injection mold. This manufacture method is easy. In addition, the thread may be made of wear resistant material. The thread is not easy to be abraded, thereby the work being stable.

When the rope is jammed due to excessive tightening, a presser of the buckle is depressed to release the one-way locking device from the jamming condition so that efficient loop-up and release can be realized.
