    Abstract: Systems and methods are provided to achieve dynamic bandwidth allocation among terminal groups (TGs) with proportional fairness in terms of both throughput and spectrum usage across a network. Quality of service (QoS) metrics for such TGs can be satisfied in terms of maximum throughput and spectrum utilization, while also satisfying QoS metrics such as latency, throughput, and prioritized traffic services for individual terminals within the TGs. A centralized bandwidth manager can be utilized to manage such dynamic bandwidth allocation across multiple Code Rate Organizers (CROs), including environments in which the multiple CROs manage communications across multiple IPGWs for multiple terminal groups. Because, in such environments, a given conventional CRO cannot effectively manage allocations across the entire network, the centralized bandwidth management functionality can be introduced to assess the flows for multiple TGs across multiple CROs and to make bandwidth allocations accordingly.

    Abstract: An apparatus for video decoding includes processing circuitry. The processing circuitry decodes prediction information of a current block from a coded video bitstream. The prediction information is indicative of an intra block copy mode. The current block is one of a plurality of coding blocks in a coding tree block (CTB) with a right to left coding order being allowed within the CTB. Further, the processing circuitry determines a block vector that points to a reference block in a same picture as the current block and checks that two corner samples of the reference block of the reference block have been reconstructed. In addition, the processing circuitry checks that an additional sample of the reference block has been reconstructed. Then, the processing circuitry reconstructs at least a sample of the current block based on reconstructed samples of the reference block that are retrieved from the reference sample memory.

    Abstract: A method of forming a water resistant boundary on a fissile material for use in a water cooled nuclear reactor is described. The coating material may be any non-reactive material with a solubility at least as low as that of UO2. Exemplary coating materials include ZrSiO4, FeCrAl, Cr, Zr, Al—Cr, CrAl, ZrO2, CeO2, TiO2, SiO2, UO2, ZrB2, Na2O—B2O3—SiO2—Al2O3 glass, Al2O3, Cr2O3, carbon, and SiC, and combinations thereof. The water resistant layer may be overlayed with a burnable absorber layer, such as ZrB2 or B2O3—SiO2 glass.
