The present invention enables the Radio Access Network (RAN) to assign RTTI and more than one timeslot for GPRS/EDGE temporary block flows (TBFs) during an Access Grant Channel (AGCH) assignment. The method of the present invention can be implemented in a computer program product or distributed software adapted to be loaded into at least one or a plurality of memory locations and executed by at least one or a plurality of respective computer processors.

A radio resource management unit, a base station controller, and a radio base station are also disclosed. An advantage is that spectrum can be lent from an old system when a new system is introduced.

When the alarm is raised to the network management system (220, 420), other network management systems (220, 420) managing the neighboring nodes (210, 310) are notified of the alarm by the network management system (220, 420).

In another embodiment, the UE detects that no allowed reporting channel to report MDT measurement information exists, stores the MDT information, and after detecting that allowed reporting channel exists, initiates establishment of a radio link with the radio communications network during which the UE informs the network using an availability indicator that the UE has stored unreported MDT measurement information to be reported to the radio communications network.
