    Abstract: A communications system may include a user equipment (UE) device that communicates with a cellular network having base stations. A UE may enter a connected mode in which the UE and a first base station in a first cell convey wireless data. While in connected mode, the first base station may transmit measurement objects to the UE, each being associated with a different cell neighboring the first cell. The UE may store the measurement objects. When the UE enters an idle mode, the UE may perform measurements on the neighboring cells using the measurement objects. The UE may then use the measurements to determine whether to re-select to a neighbor cell when the UE is unable to acquire a measurement configuration from the base station in idle mode. This may help to mitigate the occurrence of idle mode out-of-service (OOS) conditions for the UE device.

A level of confidence and a level of lift may be determined for each of the one or more association rules, both of which may be used to generate a score for each unique combination that may be used to rank each unique combination. The ranked unique combinations may then be provided to a supply chain management interface and a database.

The processor may save the plurality of sensitivity tags each correlated to its corresponding one of the sensitive portions in a computer memory for use by a media production or localization team.

The step of deagglomeration of graphene material leads to a uniform size distribution which when combined/integrated with an appropriate moulding technique allows an easy fine tuning of various attributes of graphene felts including electrical conductivity, porosity, surface area, surface morphology and surface functionalization depending on the desired application. Since graphene felts obtained from this process do not incorporate any binder, to achieve better electrical conductivity, electrochemical activity and catalytic and sensing properties compared to conventional graphene felts while not compromising with their mechanical properties.
