    Abstract: Systems, methods, and software for handling traffic congestion messages in wireless communication systems are provided herein. In one example, method of operating a wireless communication system is provided. The method includes monitoring a traffic congestion message transferred by a radio access network of the wireless communication system for delivery to a congestion mitigation node responsive to user traffic congestion for a wireless communication device in the radio access network. The method includes identifying a destination network for the traffic congestion message. When the destination network indicates a congestion mitigation node not in the wireless communication system, the method includes withholding delivery of the traffic congestion message. When the destination network indicates a congestion mitigation node in the wireless communication system, the method includes allowing delivery of the traffic congestion message to the congestion mitigation node in the wireless communication system.

The steps of the method include: receiving content data at the vehicle via the ASP using a first access point name (APN); experiencing a loss of connectivity between the vehicle and the ASP, wherein the loss of connectivity includes de-activation of the first APN with the ASP; transmitting from the vehicle via a second APN a re-activation request associated with the first APN; and in response to the re-activation request, receiving a notification at the vehicle that the first APN has been re-activated.

    Abstract: A vehicle telematics system and a method for controlling access to a plurality of wireless communication channels between the telematics system and on-board vehicle systems and mobile communications devices is provided. The telematics system includes one network interface connected to a telecommunications network and another network interface connected to one or more on-board vehicle systems and mobile communications devices to permit the on-board vehicle systems and communications devices to access the telecommunications network. The telematics system further includes a controller that receives a request by an on-board vehicle system to establish a communication channel, determines whether all of the channels are in active use, and, if so, identifies a low priority application of one of the on-board vehicle systems or communications devices using one of the active channels and then severs the channel and establishes the communication channel between the telematics system and requesting vehicle system.

The CS Proxy allows the packet data network to communicate with the VCC AS, the MSC to communicate with the packet data network, and the MSC to communicate with the VCC AS via the packet data network, thereby allowing an exchange of handoff-related information between the packet data network and the VCC AS, the packet data network and the circuit switched network, and the circuit switched network and the VCC AS via the packet data network.
