    Abstract: A satellite communication system that combines the benefits of Medium Earth Orbit (MEO) and Low Earth Orbit (LEO) satellite systems into an MEO-LEO satellite system. The MEO-LEO system includes an LEO constellation combined with a MEO constellation where the LEO constellation may provide global coverage with broad average capacity and may support ‘hot spot’ coverage where desired. The MEO constellation may provide unique advantages including backhaul to ground in remote areas, higher traffic density for key locations, and a secure global backhaul for key customers. The UT processes a connection setup message received in response to the connection request message, where the connection setup message includes a first tracking area identifier (TAID) that identifies a one of a plurality of tracking areas that is associated with the current location of the UT. The UT transmits a connection complete message to the SGW, together with an attach request message for a core network of the mobile satellite communications system, which includes the first TAID.

Communication sessions are initiated by terminals using the common timing reference, and downlink transmissions from the satellite to the terminals are aligned with the synchronization signal.

    Abstract: A system is disclosed for providing low data rate broadcast services. Different types of broadcast packets are detected among data packets received an external network. The different types broadcast packets contain different a different broadcast content. When a particular type of broadcast packet is detected, a transmit data rate is selected and Walsh codes are assigned for achieving the transmit data rate. Data packets corresponding to the broadcast packets are compressed, and at least one RLC block containing the compressed data packets is created. The RLC blocks are transmitted from a satellite using the assigned Walsh codes.
