    Abstract: A UE initiates an MMTEL service in RRC Idle mode in a mobile communication network. The UE acquires access control information from a base station. The access control information comprises SSAC configuration information, ACB parameters information, and ACB bypass information. The ACB bypass information indicates whether ACB is applicable to MMTEL service type. The UE then performs SSAC check for the MMTEL service based on the access control information. The UE also performs ACB check for the MMTEL service if ACB is applicable to the MMTEL service. Otherwise, the UE bypasses the ACB check for the MMTEL service. The selective ACB mechanism can prioritize or deprioritize services based on operator's requirement.

    Abstract: Methods of segmentation and concatenation for new radio user plane are proposed. For high speed data traffic, all PDCP PDUs are segmented into fixed-length segments at RLC layer. The MAC layer can then concatenate these segments based on real time uplink grants. Under this mechanism, segmentation related header fields can be pre-computed since they are not dependent on the uplink grant process. For low data rate with small packet size traffic, a solution of PDCP layer concatenation is proposed to reduce protocol overhead. Multiple PDCP SDUs are concatenated into a single PDCP PDU. The level of PDCP concatenation is configured by the base station or implemented by the UE.

    Abstract: Methods and apparatus are provided for a UE to send channel status reports (CSR) to a network entity. In one novel aspect, the CSR is generated at the MAC layer. In one embodiment, the UE detects one or more triggering event, obtains a value of channel status from the PHY layer, generates the CSR based on the value obtained from the PHY layer and transmits the channel status report to an eNB. In another embodiment, the UE starts a timer and waits for a UL grant to transmit the CSR. If no UL grant is received before the timer expires, the UE triggers either a dedicated SR or a random access SR. In another novel aspect, the channel status report is generated in a NAS message and sent to a NAS entity through the NAS layer. In one embodiment, the tracking-area-update procedure is used for the CSR.

    Abstract: LWA (LTE/WLAN Aggregation) is a tight integration at radio level which allows for real-time channel and load aware radio resource management across WLAN and LTE to provide significant user perceived throughput (UPT) improvement. When enabling LWA, packets are routed to a base station (eNB) for performing PDCP functionalities as an LTE PDU. Afterwards, the eNB can dispatch the PDU either delivered over LTE link or WLAN link. The UPT improvement depends on how the eNB dispatches the PDU over LTE link or WLAN link. In one novel aspect, the eNB can acquire channel information, load information, and throughput estimation regarding with WLAN link and LTE link. As a result, the eNB can optimize UPT and LWA PDU dispatching algorithm.

    Abstract: A method of system information (SI) acquisition with reduced signaling overhead is proposed. To reduce SI broadcast overhead, the quantity of periodic SI broadcast and the frequency of on-demand SI acquisition need to be reduced. In order to reduce the quantity of periodic SI broadcasting, on-demand SI delivery is enabled. With on-demand SI delivery, signaling overhead is proportional to the frequency of SI acquisition. From the network side, the base stations proactively provide SI delivery options and delivers SI over unicast or scheduled broadcast. From the UE side, UE determines how to acquire SI, i.e., by listening to broadcast or by sending an on-demand request via existing procedures such as a random-access procedure over a random-access channel (RACH).

    Abstract: A method of system information (SI) acquisition with reduced signaling overhead is proposed. To reduce the frequency of on-demand SI acquisition, rather than always re-acquire SI when serving cell changes, UE is enabled to reuse stored SI information elements across different cells. More specifically, a novel concept of SI ID is introduced to be associated with an area that applies the same SI configuration. UE can reuse stored SI information elements if the stored SI information elements are valid based on the SI ID and validity check.

    Abstract: Aspects of the disclosure provide a method that includes receiving a measurement configuration message indicating a predetermined number. A measurement event is defined based on the predetermined number of signal beams from a serving base station and the predetermined number of signal beams from a neighboring base station. The method also includes identifying a first number of best signal beams from the serving base station and a second number of best signal beams from the neighboring base station, where the first number and the second number are equal to or less than the predetermined number. The method further includes determining whether the measurement event occurs based on the first number of best signal beams from the serving base station and the second number of best signal beams from the neighboring base station, and sending a measurement report when the measurement event occurs.

    Abstract: This invention proposes efficient data transmission methods in the mobile cellular network. A specific resource pool is divided into several resource groups to indicate the size level of the data available for transmission. The base station allocates a proper UL grant to the terminal. Based on the allocated UL grant, the terminal compares the granted Transport Block (TB) size with the size of data available for transmission. If the UL grant is large enough, the terminal transmits the data available for transmission in the allocated UL resource, otherwise, re-attempts the random access procedure. In another example, the terminal transmits a BSR message and as much of the data as is available for transmission. The base station may grant additional UL resources if there is remaining data to be transmitted. A timer is used for the terminal to decide whether waiting for the additional UL grant from the base station.

    Abstract: A novel and efficient connected mode cell reselection procedure is proposed to improve the mobility performance for user equipments (UEs) configured with extended connected mode Discontinuous Reception (DRX) cycle in LTE systems. A UE-centric mobility mechanism with which a UE performs cell reselection in RRC connected mode is proposed. The UE is allowed to select a target cell without handover signaling in the source cell and when needed to initiate signaling with the target cell, for which signal quality is much better. In this way, handover failures due to failed signaling in the source cell can be avoided. More specifically, the proposed mobility mechanism reduces signaling overhead and is inherently robust towards different DRX cycle settings, i.e., longer DRX cycles do not cause more failures, or more overhead, or more battery consumption.

    Abstract: Apparatus and method are provided to enhance buffer status report (BSR) to multiple schedulers with inter base station carrier aggregation. In one novel aspect, the UE calculates a buffer size value, detects a BSR trigger event, selects one or more base stations (BSs) to send the BSR reports and generates the BSR reports for the selected one or more BSs. In one embodiment, one BS is selected based on predefined criteria. In other embodiments, multiple base stations are selected. In one embodiment, the same contents for BSR are generated. In another embodiment, different BSR reports are generated for different base stations from which the UE receives UL grants. In one novel aspect, the UE calculates a buffer size value and determines if a budget BSR triggering criteria is satisfied. The UE triggers budget BSR procedure by sending a budget BSR report to a selected base station based on predefined thresholds.

    Abstract: In order to establish a RRC connection and perform data transmission over an established DRB, a UE is required to complete a network entry procedure. For control plane latency (CPL), besides a random-access procedure, UE triggers two 3-way handshakes with eNB for RRC setup procedure and with MME for NAS setup procedure, which comprises a sequential execution of a list of individual signaling and processing. In one novel aspect, for latency reduction, the sequential execution is broken as to allow overlapping of the two procedures, e.g. lump RRC and NAS request under a new flexible RAN architecture, i.e. eNB/MME of the new RAT can be collocated. Lump request also requires certain SNR, so a big enough uplink grant can be scheduled. For the responses, out-of-sequence delivery is also possible as long as the execution dependency is clearly specified.

In one novel aspect, the UE connected with a first RAN receives a LWA assistance configuration and selects a second RAN based on the LWA assistance configuration. In one embodiment, the information request-and-response procedure is used, which allows the first RAN to query the UE about its second RAN association status.     Abstract: A tagging mechanism supporting different QoS categories for IP/Port services in a cellular radio network is proposed. Tags are used to differentiate different types of services and corresponding QoS requirements. At the sender side, the sender of the IP packets is able to distinguish different types of services by tagging one or multiple bits for finer QoS control. For downlink IP traffic, the tagging function can be done at the base station. For uplink IP traffic, the tagging function can be done at the UE. At the receiver side, the receiver delivers the IP packets using out-of-sequence delivery for delay sensitive packets. With tagging and out-of-sequence delivery, the delay sensitive packets can reduce CN latency and transmission latency.

    Abstract: Apparatus and methods are provided for LWA PDU routing. In one novel aspect, LTE PDU packets are routed through a WLAN AP to a UE by encapsulation of the data packets. An adaption layer encapsulate the whole packet as an Ethernet frame by appending the Ethernet MAC header to the payload. In other embodiments, the adaption layer encapsulates LTE PDU as GRE packet, configures VLAN for WLAN AP. In another novel aspect, the LTE PDU is identified by at least one of methods comprising the EtherType value, the source address, the GRE header, and the GTP header. In another embodiment, the default path is always used for LWA routing. In yet another novel aspect, the LTE PDU is forwarded by the MAC address, by the GRE tunnel configuration, or by the GTP tunnel configuration.
