    Abstract: Aspects of the disclosure provide a method that includes receiving a measurement configuration message indicating a predetermined number. A measurement event is defined based on the predetermined number of signal beams from a serving base station and the predetermined number of signal beams from a neighboring base station. The method also includes identifying a first number of best signal beams from the serving base station and a second number of best signal beams from the neighboring base station, where the first number and the second number are equal to or less than the predetermined number. The method further includes determining whether the measurement event occurs based on the first number of best signal beams from the serving base station and the second number of best signal beams from the neighboring base station, and sending a measurement report when the measurement event occurs.

In one novel aspect, the UE upon detecting SR failure triggered on a triggering radio bearer, sends SR failure indication to a RRC layer or associates the triggering radio bearer with a different base station.

In one novel aspect, virtual carrier (VC) with a block of physically contiguous radio resources within a component carrier is configured. In one embodiment, the UE configures a downlink (DL) common virtual carrier (CVC) and an uplink (UL) CVC, which carry control information for the UE, and one or more DL/UL dedicated VCs (DVCs), which carry data services. In one embodiment, the UE obtains the CVC configuration information including the channel bandwidth and the physical location through system information. In another embodiment, the UE obtains DVC configuration through a RRC-layer signaling. In another novel aspect, the UE obtains a VC configuration switch command through either a MAC signal or a PHY signal, and subsequently reconfigures one or more configured VCs based on the received switch command.

    Abstract: A method of supporting group communication over LTE MBMS is provided. A UE first establishes a unicast bearer in a network for group communication. The UE belongs to a communication group having a communication group ID. The UE receives access information from the network for monitoring downlink (DL) multicast traffic of the DL group communication based on a multicast decision. The UE is then ready for monitoring a multicast Multimedia Broadcast Multicast Service (MBMS) bearer for receiving the DL multicast traffic. In one embodiment, The UE requests to switch the DL multicast traffic from the multicast MBMS bearer to the unicast bearer upon detecting that the UE is approaching an MBMS coverage boundary. In another embodiment, the UE transmits an indication of preferred target cells to the network before performing a handover and thereby maintaining multicast service continuity of the group communication.

    Abstract: This invention proposes efficient data transmission methods in the mobile cellular network. A specific resource pool is divided into several resource groups to indicate the size level of the data available for transmission. The base station allocates a proper UL grant to the terminal. Based on the allocated UL grant, the terminal compares the granted Transport Block (TB) size with the size of data available for transmission. If the UL grant is large enough, the terminal transmits the data available for transmission in the allocated UL resource, otherwise, re-attempts the random access procedure. In another example, the terminal transmits a BSR message and as much of the data as is available for transmission. The base station may grant additional UL resources if there is remaining data to be transmitted. A timer is used for the terminal to decide whether waiting for the additional UL grant from the base station.

The apparatus generates a first NAS mapping that maps the service data flow to the QoS flow, in response to a determination that the service data flow is not mapped to the QoS flow at the apparatus. The apparatus further transmits, in accordance with the first NAS mapping, an uplink data packet associated with the service data flow through the QoS flow.

The assistance information is based on both cell change count and RRC state transition count so that RRC inactivity time can be determined to reduce signaling overhead.
