    Abstract: A random access method and apparatus are provided. In this application, a terminal may obtain first-type random access resources and second-type random access resources, where the first-type random access resources are used for first-type random access, and the second-type random access resources are used for second-type random access; the terminal sends a first message to a network device, to initiate the first-type random access; the terminal receives a backoff indicator from the network device, where the backoff indicator is used to indicate a time value, and the time value is used to determine a backoff time range; and when the first-type random access fails, the terminal performs random-access-resource selection in target-type random access resources within backoff duration selected from the backoff time range, where the target-type random access resources include the first-type random access resources or the second-type random access resources.

According to the method, when the PUCCH carrying the SR and the PUSCH overlap in time domain of the first uplink resource, the terminal device considers the processing status of the PUSCH on the first uplink resource, and may determine, based on the processing status of the PUSCH on the first uplink resource, to send the PUCCH or the PUSCH on the overlapping time domain resource.

The terminal device determines that the configured grant is used for a HARQ process, and starts the timer for the HARQ process. To-be-sent data in the HARQ process is data on a first logical channel. Then, the terminal device assembles the to-be-sent data packet into at least two transport blocks, and sends the at least two transport blocks to the network device by using uplink resources indicated by the at least two uplink grants, to reduce a probability that the terminal device completely transmits the to-be-sent data packet at a time, thereby reducing continuous packet loss. This prevents a receiver manipulator from entering a deadlock state.
