The second cleaning instrument is positionable relative to the handle between a stowed position in which the second cleaning instrument is positioned in the storage gap between the first and second arms and an operable position in which the second cleaning instrument extends beyond the second end of the handle.

In another embodiment, the actuator is constructed for quicker response of the binder to movement of the actuator to open the rings.
