The target base station (106B) notifies the master base station (102) of the change request, and the master base station performs changeover operations—for example, notifying the source base station (106A) that it is no longer to be used in dual connectivity with the user device (110A) making the request, and notifying the user device (110A) that the change request has been accepted, with the user device (110A) then proceeding to establish connection with the target secondary base station (106B).
