    Abstract: The present invention relates to a method for scalably encoding and decoding a video signal. In an embodiment of the present invention, motion information, such as reference indices, motion vector, modes, etc., for an enhanced layer can be derived from a base layer, and a reference index for an image block in the enhanced layer is determined using median criterion based upon the base layer. A reference index for a block, having the most pixels corresponding to those of the image block, in the base layer is selected as the reference index for the image block, and the nearer reference index is selected if more than one block in the base layer have the same pixels corresponding to those of the image block. And, a motion vector for the base layer block related to the selected reference index is selected as the motion vector for the image block.

    Abstract: A method for decoding a video signal encoded through inter-layer prediction is provided. When encoded bitstreams of first and second layers are received and decoded into a video signal, pictures of the first layer are predicted from pictures of the second layer. It is determined whether or not inter-layer prediction is constrained under the condition that a target block in the first layer has been coded in an intra mode through prediction from a picture of the second layer. An operation for checking a flag “intra_base_flag” indicating whether or not image data of the target block has been coded into difference data with reference to residual data, coded in an intra mode, of a corresponding block of a different layer is skipped if it is determined that inter-layer prediction is constrained. This eliminates the need for an encoder to transmit the flag under the same condition.

    Abstract: The present invention relates to coding of SNR enhancement layer data produced during video signal encoding. The present method determines order or blocks in a picture according to a probability table that is obtained from frequencies of locations where non-zero data exists, scans and codes data on each block to data stream as selecting blocks in the determined order, updates the probability table, re-determines order of blocks in the picture based on the updated probability table, and scans and codes data on each block to data stream just after location where the previous scanning is suspended as selecting blocks in the re-determined order. The present invention increases probability to provide a decoding side with more data that contributes to video quality improvement.
