    Abstract: Embodiments of the invention describe a modulator material heterogeneous-bonded over a resonator structure in a photonic integrated circuit (PIC) to create a resonance-enhanced modulator. The resulting structure may utilize optimal materials and optimized fabrication processes to create a device with the desired properties. Materials and processes used may combine advantages such as high index contrast, low propagation loss, small resonator volume, efficient modulation combined with desired linearity or nonlinearity, and precisely fabricated evanescent and interferometric couplers. The materials can be combined flexibly to create a resonator with a wide range of Free Spectral Range (FSR), cavity Q-factor, and modulation efficiency, allowing for resonance enhanced modulators to be designed optimally for a range of requirements.

    Abstract: A method of maintaining an ad hoc communications network between a base and a mobile platform as the mobile platform moves over a surface comprising the following steps: providing a radio relay device; physically coupling a deployer to the mobile platform, wherein the deployer is configured to releasably stow the radio relay device; sending video data from the mobile platform to the base; monitoring the strength of a network signal received over time at the mobile platform and issuing a weak-link warning when the highest signal strength received at the mobile platform drops below a threshold value; calculating video throughput data metrics based on video data received at the base over time, and issuing an imminent link-failure alert when the metrics reach a predefined condition; and deploying the relay device from the deployer to the surface after the weak-link warning and the imminent link-failure alert are issued.

    Abstract: A storage system useful for storing cryogenic liquids is disclosed. The storage system includes a storage vessel, insulation surrounding the storage vessel and a flexible vacuum jacket enclosing them both. The flexible vacuum jacket can be made from a flexible plastic film such as polyimide. Polyimide is preferred due to its ability to remain flexible at cryogenic temperatures. The inner volume of the flexible vacuum jacket is placed under vacuum such that the insulation is maintained under vacuum. The flexible vacuum jacket can collapse against and conform to the insulation when it is evacuated, saving substantially on volume. A fitting for combining multiple passageways is also disclosed, so that multiple passageways can proceed through the vacuum jacket through a single penetration.

A first region is adjacent to a waveguide of the first device, wherein its optical mode is to be substantially confined by the first region, and wherein the first region has a first thermal conductivity to dissipate heat based on the thermal operating condition of the first device. A second region is adjacent to a waveguide of the second device, wherein its optical mode is to be substantially confined by the second region, and wherein the second region has a second thermal conductivity to dissipate heat based on the thermal operating condition of the second device. In some embodiments, thermal cross talk is reduced without significantly affecting optical performance.

In a calibration test of the system, net retardance was measured with an average error of 7.5° (standard deviation) 2.2° over the retardance range 0° to 180°, and fast axis with average error of 4.8° over the range 0° to 180°.
