Temporary emergency call back identifiers could be maintain in a pool of emergency identifiers.     Abstract: A method of providing a list of digital control channel (DCCH) frequencies that are in use in a radio telecommunications network to a mobile station operating in the network. Each DCCH includes a superframe having an extended broadcast control channel (E-BCCH) time slot which is broadcast in an E-BCCH cycle. The method begins by dividing the list of DCCH frequencies into a plurality of DCCH subsets, and sequentially or randomly broadcasting the DCCH subsets to the mobile station in the E-BCCH time slot of the DCCH. The next DCCH subset is broadcast when the current E-BCCH cycle is completed. Alternatively, the next DCCH subset may be broadcast when a timer expires. In this case, a broadcast control channel (BCCH) change notification (BCN) indicator is changed whenever a new subset is broadcast.

    Abstract: A system for determining when a radio telecommunications network should switch between a first grade of service and a second grade of service based upon a highly accurate and reliable estimate of the bit error rate (BER). The system estimates the BER on an uplink and a downlink on a user channel, and determines whether the BER on the uplink and the downlink on the user channel are below a first set of thresholds. The system then measures the residual BER (RBER) and the frame erasure rate (FER) on the voice channel uplink, and determines whether the downlink BER, the uplink RBER, and the uplink FER are lower than a second set of thresholds. If lower, the system sends and receives a data message on a Fast Associated Control Channel (FACCH). The system obtains a highly accurate estimate of the BER on a downlink on the FACCH channel, and reports the downlink BER in a message on the FACCH channel uplink. The system then estimates the BER on the FACCH channel uplink.
