    Abstract: A method for dynamically controlling the length of an R.sub.-- DATA message on a random access channel is disclosed. Initially, a set of threshold values for traffic load levels are established with respect to the usage of a random access (RACH) channel. A particular R.sub.-- DATA message length is then associated with each of these threshold values. The RACH channel is monitored to track the traffic load on the RACH, and once one of the established threshold levels are reached, the R.sub.-- DATA message length is set to the value associated with that threshold level. R.sub.-- DATA messages are then transmitted according to the new length.

    Abstract: A method and apparatus for facilitating inter-network message communications within the framework of a cellular telecommunications network. The message center of the cellular network includes functionality for processing received messages and forwarding the received messages between the cellular network and other connected networks. Each message handled by the message center includes a destination identifier in the text field of the message which identifies not only the delivery destination (addressee) for the message, but also the network over which the message is to be transmitted in order to reach the identified delivery destination. In the preferred embodiment of the invention, the message center functionality facilitates inter-network communications among and between a cellular network (using SMS message format transmissions), a conventional telephone network (using facsimile message format transmissions), and a wide or local area network (using e-mail message format transmissions).

    Abstract: A system and method of managing Temporary Mobile Station Identity (TMSI) parameters in a radio telecommunications network having a first mobile switching center (MSC), a second MSC, and a mobile station operating initially in a service area of the first MSC. A first Validity Area Parameter (VAP) is transmitted from the first MSC and a second VAP is transmitted from the second MSC. The first MSC then assigns a first TMSI to the mobile station, and utilizes the first TMSI to identify the mobile station while the mobile station operates within the service area of the first MSC. The mobile station then determines whether it is receiving the second VAP, and invalidates the first TMSI upon determining that the mobile station is receiving the second VAP. The mobile station then registers in the second MSC utilizing the mobile station's Mobile Identification Number (MIN).

    Abstract: A system for determining when a radio telecommunications network should switch between a first grade of service and a second grade of service based upon a highly accurate and reliable estimate of the bit error rate (BER). The system estimates the BER on an uplink and a downlink on a user channel, and determines whether the BER on the uplink and the downlink on the user channel are below a first set of thresholds. The system then measures the residual BER (RBER) and the frame erasure rate (FER) on the voice channel uplink, and determines whether the downlink BER, the uplink RBER, and the uplink FER are lower than a second set of thresholds. If lower, the system sends and receives a data message on a Fast Associated Control Channel (FACCH). The system obtains a highly accurate estimate of the BER on a downlink on the FACCH channel, and reports the downlink BER in a message on the FACCH channel uplink. The system then estimates the BER on the FACCH channel uplink.

    Abstract: A cellular communications system including a mobile station that shifts periodically between a stand-by operating mode where communications are possible and a deep sleep operating mode wherein communications are impossible and battery power is conserved. Thus, while the mobile station is in deep sleep mode, message transmissions to the mobile station are impossible. The messages are, however, stored for later delivery, and a record of the stored, undelivered messages is maintained for future access. When the mobile station emerges from deep sleep, the maintained message record is checked, and the stored messages for the awakened mobile station are retrieved and delivered.

The neighbor list includes a first data set targeted to Cellular hyperband only capable mobile stations identifying available Cellular hyperband channels. The split neighbor list further includes a second data set targeted to multiple hyperband capable mobile stations identifying available Cellular and PCS hyperband channels. In processing the first and second data sets of the split neighbor list, the multiple hyperband capable mobile stations replace the cellular channels identified in the first data set with cellular channels from the second data set prior to server selection or hand-off determination processing. Alternatively, channel information is extracted from the first data set to complete the second data set.
