    Abstract: A method, apparatus, and system for communication information transmission are provided in the embodiments of the present invention. The method comprises: communication information is transmitted to a base station (BS); when the communication information fails to be transmitted to the BS, a first backoff upper limit is obtained according to the number of times the transmission has failed; a backoff upper limit is determined according to the first backoff upper limit, and a backoff time of retransmitting the communication information is selected according to the backoff upper limit. In the embodiments of the present invention, terminal can obtain the proper backoff upper limit according to the number of times it has failed to transmit the communication information, thereby reducing the latency of its uplink data transmission.

The method includes: obtaining information about bearers of a local breakout service of a User Equipment (UE) if it is decided to initiate handover of the UE; and triggering the UE to hand over from a source Home NodeB (HNB) to a target base station according to the information about bearers of the local breakout service, where the target base station does not set up any bearer of the local breakout service. According to the present invention, the target base station does not set up any local breakout service bearer of the UE or forward the data of the local breakout service, which saves resources and prevents errors of routing local breakout service packets.

    Abstract: A method and an apparatus for reporting buffer status are provided. The method includes: obtaining multiple Transport Blocks (TBs) from a base station within one Transmission Time Interval (TTI); selecting a TB compliant with a condition of transmitting a Buffer Status Report (BSR) among the multiple TBs; and bearing a BSR of a Logical Channel Group (LCG) and a Control Element (CE) sub-header of the BSR onto the selected TB and sending the TB to the base station. In this way, a UE can make full use of the padding bits of the obtained multiple TBs, and report the buffer status flexibly.
