Accordingly, the image stabilizer prevents variance of characteristics of a rotor in a low frequency band according to the position and distortion of phase characteristics in a high frequency band. Therefore, the image stabilizer has consistent operation characteristics regardless of the position, posture, and movement of a person using an image capture device containing the image stabilizer.
