    Abstract: Certain aspects of the present disclosure provide techniques for measurements on a first frequency band applicable to procedures on a second frequency band. A technique that may be performed by a user equipment (UE) may include sending a base station (BS) an indication of the first frequency band, which may be a preferred measurement frequency band. The UE may then measure one or more reference signals (RSs) on the preferred measurement frequency band. The UE may then apply the measurements of the one or more RSs on the preferred measurement frequency band for one or more procedures on the second frequency band.

The UE may assess the packet delay budget and determine a remaining delay budget based on the packet delivery time. The UE may report the remaining delay budget to the base station in a feedback message. Based on the feedback message, the base station may determine to adjust a transmission time for subsequent data packet transmissions to improve data packet transmission and processing reliability.

In another example, a scheduling entity transmits a communication to a scheduled entity to pre-configure the scheduled entity on how to connect with a plurality of candidate cells. The scheduling entity then receives information about the plurality of candidate cells from the scheduled entity via L1/L2 signaling, and dynamically selects via the L1/L2 signaling at least one of the plurality of candidate cells to serve the scheduled entity.

In another example, a UE may be configured to transmit uplink transmissions to a base station to maintain a control link with the base station, and the base station may detect that a control link with the UE is lost if the base station fails to receive one or more uplink transmissions from the UE. If the control link is lost, the base station and the UE may communicate to re-establish the control link.
