    Abstract: Methods, systems, and devices for wireless communications are described. A base station may explicitly or implicitly identify one or more parameters associated with a user equipment (UE), and may classify the UE into a cluster of UEs based on identifying the one or more parameters. The base station may determine a customized function block based on classifying the UE into the cluster of UEs. For example, the base station may determine the customized function block based on determining whether the cluster of UEs is associated with a pre-trained customized function block. The base station may then transmit the customized function block to the UE. The UE may receive the customized function block and may process one or more signals at the UE based on the received customized function block.

In another example, a scheduling entity transmits a communication to a scheduled entity to pre-configure the scheduled entity on how to connect with a plurality of candidate cells. The scheduling entity then receives information about the plurality of candidate cells from the scheduled entity via L1/L2 signaling, and dynamically selects via the L1/L2 signaling at least one of the plurality of candidate cells to serve the scheduled entity.

A user equipment (UE) may support repetitions of any uplink transmission as a function of, at least, uplink transmission priority. In some implementations, a base station may transmit to the UE a configuration or an indication of a configuration that maps different repetition values to different priority levels, among other factors. Subsequently, the base station may transmit a message to the UE scheduling or activating an uplink transmission for the UE to send. The UE may then transmit the uplink transmission according to a number of repetitions determined based on the received configuration and a priority level of the uplink transmission. In some implementations, the number of repetitions of each uplink transmission may be jointly determined with uplink priority and one or more other factors, such as UCI type, an SRS purpose, or any combination thereof.

The base station receives the beam failure recovery request and transmits a beam failure recovery response to the UE. The UE receives the beam failure recovery response and applies the candidate beam to at least one CC of the plurality of CCs. The UE may apply the candidate beam to every CC or to only the first CC. The UE may apply the candidate beam to the at least one CC of the plurality of CCs following a predetermined number of symbols after receiving the beam failure recovery response.

Interference between random access channel (RACH) transmissions and Industrial Internet of Things (IIoT) transmissions may be avoided with a RACH occasion forbidden mask and a dynamic indication of availability of downlink retransmission resources. A user equipment (UE) may receive an indication of a RACH configuration and a forbidden mask associated with the RACH configuration. The UE may identify, from a set of random access occasions indicated by the RACH configuration, a subset of allowed random access occasions based on the forbidden mask. The UE may transmit a random access message during at least one allowed random access occasion of the subset. Additionally or alternatively, a base station may determine whether one or more transmissions on a component carrier (CC) were successful, and transmit downlink control information (DCI) indicating whether a set of random access occasions are available on the CC.
