The tensioning device includes a tensioning mechanism and a lever operably pivoted to rotate the tensioning mechanism, and a strap engaged with the tensioning device can be tensioned as the tensioning device is rotated. Additionally, the strap can be collected on the reeling device. Furthermore, the reeling device includes a ratcheting mechanism that facilitates collection of the strap by preventing the reeling device to turn in a direction that unreels the strap.
