    Abstract: In an exemplary embodiment content of a data message to be sent on a control channel is determined, and a selection is made between ciphering and not ciphering the data message based on the determined content. By example if from the content it is determined that that the data message is a SMS message, ciphering is selected and the control channel is a SACCH; else ciphering is not selected. Such a determination may be made by checking a service access point identifier for a data block comprising the data message. A data message within a data block received on the control channel is determined to be ciphered or not ciphered using only information within the data block, and the received data message is processed according to the determination. In another embodiment the FACCH is selected for sending the message if it is a SMS, and ciphering is selected for all data blocks sent on the FACCH.

    Abstract: At a user equipment, individual ones of a set of measurements of neighbor cells are associated with individual code points which are relative to a threshold (301) and define a step size (303) that is dynamically determined from a set of possible step sizes. The code points to which the measurements are associated are compiled into a measurement report which is sent to a network. At the network, the code point step size (303) is sent to the user equipment which sends the measurement report to the network. The step size is thus dynamically determined from a set of possible step sizes. The network selects, based on the received measurement report, one of the neighbor cells for handover of the user equipment. In an embodiment, the threshold (301) is determined from an offset value sent by the network to the user equipment. Methods, apparatus, and stored computer programs are described for both user equipment and network side embodiments.

Considering uplink transmission in a wireless system and special case of TFCI (Transport Format Combination Identifier) size change due to the TFCS (Transport Format Combination Set) reconfiguration that also generates a need to switch to a new dedicated basic physical subchannel (DBPSCH); whenever the network notices that the mobile station does not switch to the new DBPSCH (518), it concludes that the TFCS reconfiguration message sent was lost and stays with the existing configuration (520). Otherwise the new configuration is taken into use (514).
