    Abstract: A method of transmitting data from a UE to an eNB is provided. In response to a data transmission request from a MTC application, the UE chooses a preamble ID based on the data size and transmits a random access preamble message to the eNB. The eNB returns a random access response message to the UE. The random access response message identifies resource allocated in an uplink channel and includes one or more transmission power control parameters associated with the second uplink channel. After determining that the data size is less than or equal to the allocated resources in the second uplink channel, the UE transmits a scheduled transmission message to the eNB using the allocated resource in the second uplink channel at a transmission power level determined by the one or more transmission power control parameters.

A traffic-control parameter is generated, for example at a base station, indicative of desired aspects of communication operations of the wireless devices. The one or more traffic-control parameters may comprise a delay parameter, such as a maximum value for generating random backoff times, and/or a connection-time parameter, indicative of the maximum length of time a wireless device can hold a connection. A bit sequence indicative of the one or more traffic-control parameters is generated and communicated to the wireless devices. A wireless device determines the traffic-control parameter based on the communicated bit sequence and adapts its operation based thereon.

The method may also include providing combination rules as part of the formatting rules. Orthogonal subsets are computed for a plurality of sequences, wherein each of the subsets is replaced with a matrix that comprises a function of one or more elements in each of the plurality of sequences and an identity matrix associated with the one or more elements. The one or more structured vectors are projected onto the space of circulant matrices. One or more classes of matrices associated with reference signals are outputted.
