The sidewall is annularly shaped, with an inner edge and an outer edge. An intermediate portion of the rubber stabilizing base contacts the inner edge of the sidewall and joins the sidewall to the intermediate portion. A circumferential wall is connected to the intermediate portion. Both the intermediate portion and the circumferential wall are annular, and the circumferential wall includes at least one locking lip adapted to be engaged with the traffic channelizer drum to thereby connect the traffic channelizer drum to the unitary stabilizing base. An inner portion of the rubber stabilizing base has one or more steps disposed thereon. A latch member releasably attaches the member to the structure, and is adapted to extend axially through both the member and structure slots, so that a proximal portion of the latch member extends forwardly of the member slot and a distal portion of the latch member extends rearwardly into the structure slot. The invention additionally solves a longstanding problem common to prior art support bases for delineators and the like, by providing a convenient handle, molded integrally with the support base element, for picking up the base. The inventive handle not only provides a convenient means for grabbing the delineator, but it also provides an additional advantage with respect to conical delineators, in that it prevents them from sticking together when they are stacked. Two types of inventive support bases are disclosed.
