The ratio of light whose wavelength is shifted while propagating through the fluorescent layer and the original light generated in the active layer can be controlled by adjusting the thickness of the fluorescent layer, to emit desirable homogeneous white light from the light emitting diode.

A resource allocation scheme is selected in consideration of the amount of resources necessary for the transmission of the data to the user terminal and the amount of the remaining resources. A group index of radio resources for the user terminal is determined according to the selected resource allocation scheme. Radio resources corresponding to the determined group index are allocated to the user terminal.
