    Abstract: A power control scheme for a wireless network communication system that includes a base station and multiple wireless mobile device dynamically adjusts transmission power of a mobile device in conjunction with adjusting its bit allocation in source coding and channel coding to minimize its total power consumption while maximizing the system capacity in terms of the total effective transmission rates received by the base station. The base station sets a target signal quality value for each mobile station, and the target values are determined by the base station such that the total effective data rate from all the mobile devices is maximized under constraints of the total received power and the error protection level requirements for the mobile devices.

    Abstract: A method for etching a feature in a low-k dielectric layer through a photoresist etch mask over a substrate. A gas-modulated cyclic stripping process is performed for more than three cycles for stripping a single photoresist mask. Each cycle of the gas-modulated cyclic stripping process comprises performing a protective layer formation phase and a stripping phase. The protective layer forming phase using first gas chemistry with a deposition gas chemistry, wherein the protective layer forming phase is performed in about 0.005 to 10 seconds for each cycle. The performing the stripping phase for stripping the photoresist mask using a second gas chemistry using a stripping gas chemistry, where the first gas chemistry is different than the second gas chemistry, wherein the etching phase is performed in about 0.005 to 10 seconds for each cycle.

    Abstract: The present invention provides a device and methods for quantitatively detecting the presence of an analyte by referencing the analyte variant signal to an analyte invariant reference signal. The devices contain quantum dots as the invariant references. The reference quantum dots provide a fluorescent signal whose intensity in invariant with respect to the optical signal associated with the analyte concentration. Both the optical path for the analyte specific and invariant reference signal are substantially identical. Therefore, by measuring the intensity ratio of the analyte specific signal to the reference signal, errors associated with optical path length, absorptivity and scattering are eliminated.

These ortho ester lipids can advantageously be formulated into liposomes. Moreover, the liposomes comprising compounds of the present invention are useful as drug delivery vehicles.

    Abstract: On-line memory monitoring system and methods wherein memory subsystem performance is tracked to detect substandard performance and alert a system administrator of the nature of the substandard performance so corrective action can be taken before a system crash and/or automatic reset occurs. A computer system incorporating the invention includes a memory and a processor, wherein the memory storage includes data storage and error correction code storage for each dataword. The system further includes automatic error detection and correction circuitry and software which monitors the occurrence of correction of errors and compares their frequency with the known frequency of soft errors for the memory devices being used to determine whether an alert is to be given and the nature of any such alert.
