The first PCI is a piece of PCI that is obtained through prediction and that maximizes a signal-to-noise ratio of a received signal of the first node when the information security protection requirement is met. The received signal includes a signal from the second node. In addition, the first node sends the first PCI to the second node, where the first PCI is used by the second node to generate a first signal. The first node then receives the first signal from the second node, where the first signal includes data information and security protection information, and the security protection information is used to protect information security of the data information.
