According to the solution provided in embodiments, the user equipment context of the terminal device includes the user equipment context in the public network and the user equipment context in the private network, so that the terminal device can access both the public network and the private network, thereby improving user experience.

The method in one embodiment includes a home V2XCF that obtains an NR PC5 QoS parameter of a terminal, and the home V2XCF sends the NR PC5 QoS parameter to an access network device, such as a first network element that is in an EPS. The first network element receives the NR PC5 QoS parameter and sends the NR PC5 QoS parameter to an MME. After receiving the NR PC5 QoS parameter, the MME sends the NR PC5 QoS parameter to an access network device. The first network element may be an HSS or a PCRF.

In a technical solution of this application, when a preset condition is met, an access network device notifies user equipment that a multicast session is to be released or is to be deactivated. The access network device may determine, based on whether the feedback from the user equipment is received within a preset time period, whether to continue to release or deactivate the multicast session. Then, the radio access network device may receive a first scheduling policy that is delivered by the first network element based on the deterministic transmission capability information of the first switching node, so that deterministic transmission can be performed according to the first scheduling policy. This reduces a delay variation of a QoS flow carrying a TSN flow in a 5GS, and can avoid a need to select a QoS flow whose delay indicator is excessively high for the TSN flow.

This reduces data exchange procedures, reduces an amount of data of exchanged information, and reduces a time consumed in an information exchange process performed between the terminal device and the core network device.
