    Abstract: Methods, systems, and devices for wireless communications are described. Some wireless communications systems may support hybrid automatic repeat request (HARQ) schemes to improve the likelihood that information is received correctly over a wireless communications link. In HARQ, when a transmitting device determines that a receiving device failed to successfully decode a transmission of information, the transmitting device may retransmit the information to the receiving device. In some cases, HARQ techniques may be used for communications associated with different types of services. In such cases, to keep the latency of communications within a latency budget for a particular type of service, wireless devices may utilize the techniques described herein to dynamically terminate HARQ retransmissions. For instance, a transmitting device may avoid retransmitting information when an amount of time that has elapsed since an original transmission of the information has exceeded the latency budget.

A method for wireless communication by a user equipment (UE) includes receiving at least one ULPI from a base station (BS) indicating, for each of a plurality of sets of uplink resources, a power level the UE can use for one or more uplink transmissions. The UE can determine one or more power levels indicated by the ULPI for resources allocated for the UE for uplink transmission. The allocated resources may include multiple of the sets of uplink resources. The UE can select the power level to use for uplink transmission using the allocated resources based, at least in part, on the determination. The UE sends or drops the one or more uplink transmissions according to the ULPI. A time duration of the plurality of sets of uplink resources can be longer than a configured ULPI monitoring periodicity.

In some wireless communications systems, devices (e.g., base stations, user equipment (UEs), etc.) may utilize polar coding along with hybrid automatic repeat request (HARQ) techniques. In these systems, a device may encode bits for transmission by mapping information and parity check bits to a first set of polarized bit channels of a polar code. If this transmission is not successfully received at a decoding device, the encoding device may generate a HARQ retransmission. The device may copy information bits to a second set of polarized bit channels of a second polar code containing the first polar code and may assign parity check bits to the second set of bit channels for the copied information bits. These additional parity check bits for the repeated information bits may increase transmission reliability and may support improved early termination at the decoding device.
