    Abstract: Property store information and an aggregation of a plurality of ranking mechanisms, including a learning mechanism, are leveraged to provide performant query results with increased user relevancy. The learning mechanism permits query feedback to be accepted to facilitate in optimizing user relevance. This mechanism can also be incorporated with traditional Information Retrieval (IR) components, each supplying independent ranking to a relevance aggregation function that determines relevancy at a high level. This precludes diminishing the value of query feedback that occurs when the data is fed into traditional IR algorithms. By allowing the query feedback to maintain its proper weighting and utilizing scope and bias capabilities of the property store information, relevance increases in a highly performant manner.

    Abstract: A method of fabricating a copper interconnect on a substrate is disclosed in which the interconnect and substrate are subjected to a low temperature anneal subsequent to polarization of the interconnect and prior to deposition of an overlying dielectric layer. The low temperature anneal inhibits the formation of hillocks in the copper material during subsequent high temperature deposition of the dielectric layer. Hillocks can protrude through passivation layer, thus causing shorts within the connections of the semiconductor devices formed on the substrate. In one example, the interconnect and substrate are annealed at a temperature of about 200 ° C. for a period of about 180 seconds in a forming gas environment comprising hydrogen (5 parts per hundred) and nitrogen (95 parts per hundred).

For measurement reporting, the UE receives an SIB including a cell information list for non-used frequency cells and a threshold from an RNC, compares signal strengths of signals received from the non-used frequency cells with the threshold, and acquires at least one inter-frequency cell ID indicating at least one non-used frequency cell having signal strength exceeding the threshold from the cell information list. The at least one inter-frequency cell ID is included in a RACH message as measurement result information for the at least one non-used frequency cell, and transmitted to the RNC. The RNC determines that the cell corresponding to the inter-frequency cell ID has signal strength exceeding the threshold.

    Abstract: A method and apparatus are provided for transmitting packet data over an uplink channel in a mobile communication system in which retransmission of a packet is possible using a hybrid automatic retransmission request (HARQ) technique. A base station receives a packet data unit (PDU) from a terminal and determines whether the base station can calculate a retransmission number (RSN) indicating the number of retransmissions for the PDU. If the base station cannot calculate the RSN for the PDU, the base station sets the RSN to a special value indicating that the number of retransmissions for the PDU is unknown, and transmits the set RSN to a serving radio network controller (SRNC) along with the PDU.
