The IQ multiplexer assigns the transmission data for the data channel to the I axis and the Q axis, alternately, and assigns control data to the Q axis. When control data for high speed downlink packet data are added, the IQ multiplexer assigns the control data for high speed downlink packet data to the Q axis when a set number for the data channel is an odd number and to the I axis when the set number is an even number.
