    Abstract: A communication device includes a network side communication unit that receives emergency information from an information broadcasting node; a UE side communication unit that communicates a communication signal with user equipment through a radio base station; and a determination unit that determines whether to allow state transition, when the UE side communication unit receives a request signal requesting the state transition of an RRC protocol state from the user equipment, subsequent to broadcasting a Primary Notification signal providing notice of broadcasting of the emergency information. When the state transition is from a state in which receiving of the emergency information is enabled to a state in which receiving of the emergency information is disabled, the determination unit determines to disallow the state transition, and broadcasts a Secondary Notification signal including the emergency information.
